For driver's licenses and personal state IDs, you must go to the Texas Department of Public Safety (DPS). The Texas DMV only handles vehicle registration and commercial vehicle plates.
Visit dps.texas.gov, go to the Driver License Division, and select 'Schedule an Appointment'. You will be redirected to the TexasOnline Scheduler to search by county and select a branch.
Bring one proof of US citizenship (birth certificate or passport), one proof of Social Security, and two proofs of Texas residency (utility bill or bank statement).
